I have some of those.

Used on cod jigging traditionally above the jig.

Trolled here in Luanda for "Serra" mackerel, on trolling some guys use a yellow bic pen also, it works.

Forgot to mention they are used in USA for Barracuda and there they call it Surge Lure.

How to  make them:

A single strand of wire is attached to the large ball swivel, and then runs through the tube where it is attached to a trebel hook about midway down the length of the tube. This hook is attached, by simply running the wire through the eye and making a twist. The wire then extends down the tube, to the bottom, and another treble hook is attached where the tube's tapered tail begins.
The tube lure has a purposefully built in curve to it, which makes it "spiral" in the water.

some guys don't use the "center" hook they say the center hook method of connection creates a "weak link" in the lure. By running the wire through the hook, and making a twist, it creates a weak spot in the wire.

Ok, first let me show you what old timers here in Luanda used to use for fish very similar to your King Mackerel.

They used yellow pens like this one, rigged it exacly the same way has the surge tube and trolled it around .

P.S. - Take the cap and the inside ink tube out of course :-)

These are the traditional eels used by the Northern European



Traditionally they use to rig it above the jig like seen on this pic and on some slow days the cod would only attack the eel instead of the jig, you would just stop the jig and allow the currect to "shake" the eel making the fish attack it



These are some of the traditional jigs used on cod fishing



Nowdays they make this king of cod jigs that have the eel incorporated on the jig

I'm not sure, but I think I have some coloured tubing at work. Will check tomorrow! I also have some stuff called hollow polychord???

I've used them, either above a weight or a jig, in the Irish sea to jig for pollock and cod. I think they are supposed to mimic a sand eel.
 
I also have daisy chains of really small ones, ending with a clark spoon, to use for bonnies.
 
Have never considered trawling a larger one!
