I think the guy stoped at the wrong dam. Looks like a rietvlei strop. Think he left after strugleling to set the policeman.

The spring with the sinker in it is where the crushes mealies gets pressed into and onto to make a ball which creates a spot on the bottom of the dam where all these balls eventually breaks down to the crushes mealies again, thus creating a feeding area, the actual bait then goes in the hook at the bottom.

Ya but when the surf is up,  trying to put a 1kg policeman on the line so that it stays there  can be tricky  :hehe: and then the birds come in, normally the seagulls take mine  :hehe:
when I die, may my wife not sell my fishing tackle for what I told her I paid for it... and I have bought more, a severe case of TA

That i have experienced as well, but i've moved to 20 oz sinkers, those big ones you get down there and at mias, but i still cant get the hang of catching anything other than those pesky toby's.

You guys should commend this Vaalie for his plan of action  :hnthnt: - its a "chum-holder" to draw the peckers in an attempt to catch a bigger one    duh - same as "donkie" (carp) fishing & it has its function as a chum holder and casting weight !! -
or he got viskoors & forgot to rig up properly  :resp:  Give that man a BELLS
