bud, i don't think that you are allowed to fish in the harbour from the wharfs edge. Might find a fine being attached to your forehead

I havent fished there myself but I think it would best best to target Grunter, ie artificial bait such as shrimp/prawn/cracker as well as camo worm or blood worm would work best.
If you have'nt read Tommo's articles on lure fishing, this is the time to do so.  w;k (Click on his name and select relevant articles he wrote).
Surely somebody else will advise re tackle to be used.

Bat Center is OK to fish, you can target Spinger, Kingies and Barracuda from next month, each species requires different techniques.
Springer is best with a 3-4" weightless minnow rigged through the nose with a size 2 short shank hook and slow retrieve
Baracuda are best with 4" paddle tails on 1/4 ounce jig head fish deep and medium jerk retrieve
Kingies are best targeted with a fast retrieve and a 5" minnow on 1/4 ounce jig head

You set up is too heavy for the bay unless you load up with 10lb braid

I prefer a 6.6 M rod and a 2000 size spinning reel spooled with 10lb 16braid

Dont forget to try Hard Plastics like Rapala X-Rap size 10 splash baits and the Z-Claw, they are really productive

Best time to fish Bat Center is straight after a high tide as it starts falling, all the bait fish get washed away from the banks and thats when the predators come and feed.  w;k  Late aternoons are always best on this tide.
