Can someone clarify wind on leaders according to IGFA

Shaggy, that adds up to 36ft, but the total can be 40ft, please explain.
basically you want to be well withing the IGFA limits for tournaments, and with big drag settings and mono leader of say 400lb and a wind on of 300lb plus your standard 80lb nylon it has been known to stretch up to 3 ft!!so you would feel like a bit of a chump losing the cash or record due to that, exteme but it has happened.

Eish.... Now I am trying to learn a Bimini with an 8ft loop instead of the usual 2ft I have mastered.Any suggestions to do this easier.
