A new regulation, for recreational and sport fishing was approved by Decree 82/2021 of 15 October.
This regulation follows the spirit of the new Fisheries Law: more restrictions, stiffer fines and fees.
* The new regulation will come into force on 15 January 2022.
I don't have the document translated but here's what I considered the most important aspects:
Article 3. The regulation is applicable to all fishers (nationals and foreigners), operating within Mozambique territorial waters (marine and freshwater)
Article 11. There are four types of recreational licenses: daily, weekly, monthly and annual. Sport fishing licenses are valid for the duration of the competition. Only nationals or residents can acquire an annual license
Article 12. Minors (<16 year old), must get a license and fish under supervision
Article 15. Fishing licenses are valid till 31 December
Article 21. 1e). Electric reels are not allowed.Article 21. 2. No baits or chumming is allowed when spearfishing [flashers?!?!]
Article 22 1. No more than 3 fishing units (gear) per angler can be used simultaneously;Article 22 2. Angler can have 3 fishing units as reserve
Article 22 4. When targeting tigerfish, circle hooks are mandatory
Article 27 1c). Fishing s not allowed within a 100 m from estuaries, corals, nurseries and mangroves
Article 29 1. No more than 5 fish per angler should be landed per day.Article 29 4. Size limits have been introduced as provided in Annex V
Article 31 1. Restrictions and bag limits are applicable to species as presented in Annex V
Article 31 2. Fully protected species are presented in Annexes VII and VIII
Article 36 1. Annex XII provides the licenses fees
Article 39. Fishing infractions:
a) Fishing without a license
b) selling of fish
c) fishing in closed areas/seasons
d) using methods/gears not listed in the regulation or license
e) landing fish smaller than minimum size
f) exceeding the bag limit
Article 40. All infractions are considered "serious fishing infractions" and fines will be applied as per the Fisheries Law (Article 105).
