Mozambique cops are scavangers!!!!

Hi guys this story im writing about happened to me about a month ago.

I have been living in Maputo for about 2 years now and recently got my self a car and has a GP number plate.

I was on my way back to work after lunch, driving on a main road down town,  when the on coming cars gave me signal that there are cops up ahead busy trapping. At that time i was driving behind a tipper truck traveling at a speed of +- 50kph (speed limit there is 60kph). while i was behind the truck there were car passing me on my left as i was on the right.

Now im about to pass the camera and as i look at the cop that is working with the camera, i see her picking up the radio to talk to other cops that stop the cars that are speeding about 200m ahead. Out of know where this lady cop jumps in front of me and tells me to pull over, so i do. she asks me for my drivers license and the car documents, than i ask her why the hell did she pull me over, and she said that i was doing 68 kph in a 60 zone. guys i really started laughing, but i mean a real laught not a sarcastic one. I than tell this lady that it is impossible cause i was behind a truck that was doing the same speed as i was 50kph, than asked her if i was traveling at 68kph than why didnt she stop the truck. She said cause i stopped you. the cop than started asking me if i had a triangle, a jack and the other necessary things and i said nope i dont, she than wanted to write me a fine. so i told her straight than go for it..

I then told her that i would love to see on the camera what speed i was doing and she said go right ahead, i told her to come with me and she said she was going not where, so i went. Walked 200m to where the camera was and i asked the lady that was there if i could see what my speed was, the lady asked what car i was driving so i said a car that has a SA plate, said than asked if it was a ford bantam and i said no it was a VW. i was so suprised on wat the cop said to me, she said that i must go back to my car and when i get there every thing will be resolved, so i went back to the cop lady that had my documents and asked her, so want now, she looked at me with an angry face and handed me my documents, got in my car wheel span and drove off.. 



Guys for whom is going to travel to Moz please watch out for these rats running around town cause they LOVE TARGETING THE SA PEOPLE..

Exactly as a result of a similar incident where my wife got fined R1000 for apparently not showing her drivers license quick enough I will never visit Moz again....couruption and arrogance let them go to hell and suffer like the rest of Africa, I mean why spend your hard earned money in a country with a attitude like that! I now fish the northcoast of Kwazulu natal - good fishing along with infrastructure at a discount compared to anything in Moz.....ok maybe not praws.... lol

I worked up in S*** Town for 30 months and it was probably my CA registration... but I was continuously being stung by the Jo'Burg Metro Cops!

Must have cost me three GRAND while I was there... even though I became the most cautious of Drivers!

I should have learnt to keep my Kaapie mouth shut though!

I remember coming down Bompas road one morning (past TEN BOMPAS) from Parkview to work and even though I never touched the white line... I was pulled off at the intersection next to Giddy's and written up for a thousand rand ticket!

I disputed it with the Public prosecutor and it was reduced to R100.00    You can't win!

"LIMA" - thanks taking the time and detailing your bad experiance.
All I can say is that if anybody from UA travel to Mozambique - save my cell nr on there Intrenational Enabled Cell Phone and call me as you are being pulled over by the Transit Cops(white caped & shirted cops or even worst the Standard Cops that will be "Cruising" around in Bakkie type Land Cruisers.
They will have grey shits and grey caps.
Do not in anyway be arrogant with them at all.
Just call me.
There is no one person in Maputo - Mozambique = that has made a Derect Public Open Offer as I am doing here and commited to assist you UA members & friends when traveling to and in Mozambique = and that is 24/7 = day & night.

Who ever travel past Xai Xai to the North of Mozambique -
this here you need to read very carefully please.
As you cross over the main brigde at Xai Xai - GPS waypoint :
S25 01 36 21 - E33 37 54 55(Bridge) -
a un-marked old +- 1980 Mercedes Benz car faded yellow in color - will pull infront of you at this following waypoint - S25 01 45 74 - E33 37 57 52 =
this will happen especially if you are towing a boat.
The driver would slow down to a total crawl and indicate to you with his arm out to the driver side window to pas him.
He DOES NOT PULL TO THE LEFT AT ALL!!
When you pass him at this very point you will be crossing over a solid traffic line that is so faded and old that you will not notice it and you being only interested over-taking this irritating slow driver - would not see this solid line.
This is where the PauPau his the FAN!!
He will then become TURBO CHARGED and break the sound barrier in this Claped Out Merc and over take you blowing his hooter and flashing a ID card to you to pull over.
This man is not dressed in Uniform - just normal long pants and clean shirt.
He will then -very force fully - confiscate all your passports and car & boat documents.
Explaining at this stage that you Broke the Law by crossing the solid line when you over took him.
He would even walk back with you and show you the solid line - that is there faded since "Vasco da Gama,s" days.
He will give you a choice directly - or you pay him R2000-00 - or he will call his Chief from his cell phone and they will come and transport only you - the Driver to the Police Station - leaving your Wife & kids ext with no one to care for them alone.
Do you see how MEAN this whole plan is.
What Father would leave his kids and wife there alone.
Everybody just pays this wonderfull MANA from Heaven and get on with there trip.
My advise is easy -
do not over take him!!
Stick behind him.
Even if you want to pull over in a safe place - put your hazards on - and sit it out.
He will rather return to the pull of spot and wait for the next SA car or Bakkie and boat.
Again - call me when this happens to you -

Cops are like that everywhere in Africa... ask any Mozambican that goes to Nelspruit.... Hey I've been hassled by the police here in Moz lot's of times! It's how things go around here... same in SA, Malawi....

Good on you for checking and not just paying... that's the right procedure! If everybody did that there would be a lot less corruption cases... people are actually lazy and just pay the bribe!!!!

Thanks a million for your assistance in this - I know it can be daunting in aother country, not speaking the language, etc.

From my experience there I can give the following advise:
When they stop you, be friendly.
Take off your hat and shades
Be respectful
Learn some Portuguese words and greet him properly
The cop will start talking and complaining - let him finish
Try to only show your documents and not actually hand it over - use copies as far as possible.  If they have your documents you might not get it back without paying a "spot fine"
If they charge you with anything, tell them they should issue you with a fine - This will mean you will have to accompany them to the poklice station.  They are not allowed in your car and do not always have transport so they might give up.
Do not have a lot of money visible so if it does come to paying, you just plead poverty

If all else fails - phone Carlos!!

You are correct in all you say.
But I have to add that there are cops that will not
care what your rights are here - as a visitor.
The most of the Transit Cops sees there Uniform as
the doors to making money.
The most cops here - "WILL KICK YOU WHEN YOU ARE DOWN - NOT OFFER TO HELP YOU UP"
That is a fact - you know that friend.
This is why I have done what I did - to offer my help 24/7.
No strings attached - I want nothing - no money no favours.
I just want you guys to come and fish in the Paradise of seas and Islands.
Nothing more & nothing less.
So - save yourself mountains of drama -
just call my cell nr as you are pulled over and I will sort all for you as I have been doing for as long as I can remember.
