Buying boats in SA
« on: July 24, 2011, 12:26:25 PM »
Guys,

Need information on what are the requirements and procedures when buying a boat in SA (not for export - pretty familiar with that!).

What kind of paperwork is involved? How long until the new owner gets the boat in his name?

Thanks!

Its not really a major, just a change of ownership for the trailer and re-registration of the trailer. Most odf which should be handled by the dealer before you take delivery. As far as I know thats it?

Shag quite correct, new test and roadworthy for the trailer and registration on new owners name, and of course registration of the boat with SAMSA in new owners name which is a formality performed by the seaworthiness surveyor if the boat meets requirements.

Also new radio station license which must be applied to at/with ICASA which will be issued in due course 2-3 years time, long after you have sold the boat to the next owner.

Hi mhb,

It's actually quite easy ( )

You should first contact a Clearing agent (Despachante Official) in Maputo... lot's of them around!

Then get a quotation from the the seller and submit it to the clearing agent for his estimates of what the import duties will be...

Please note that these taxes are applicable if you import a boat, motors and trailer (if only importing motors the taxes will be 7.5% ; 20% and 17% as per the example below)!

There are three main taxes to pay and these are applied cumulatively:

Import duties (20%)

Consumer tax (35%)

IVA (=VAT) (17%)

So the way the taxes are calculated is something like the example below...

Cost of the boat = R50,000

Import duty (20%of the cost of the boat) = R10,000
Sub-total 1= R60,000

Consume tax (35% of sub-total 1) = R21,000
Sub-total 2= R81,000

IVA (17% of sub-total 2) = R13,770

Total taxes = R44,770!

After you have the estimate (the above formulae will give you an approximate idea + fees for the clearing agent and parking at customs in Matola ~ 5,000 Mt) then you go collect your boat.

Bring a tax invoice and registration papers of the boat. Once you get to the border get a "Memorando" to proceed to FRIGO (customs terminal in Matola)... a few papers signed and stamped later and after you've payed your duties you can take the DU (= documento unico - final import papers) and proceed to register it at the INAMAR (Maritime authority of your province)... after registration an inspection will follow (safety gear, etc) and you're sorted...

If all goes right you should be sorted within 2-3 weeks!

Let me know if you need further info!

Gents, to make sure - you might want to get a Police clearance for the trailer prior to importing it. Also should you have a specialized axle/brake system it would be in your interest to have the serial number/s noted on your documents.

@ JohnF - I am leaving Samba Land (Brasil) today (Friday) - will see you in the week as I am off to the USA on the 26th.

Cheers

Not allowed! That's the point... Ripping us off with all these taxes! Boats and motors are seen as luxury items... Hence the high taxes!
