Apart from building lures I've also been trying to build all sorts of offshore teasers. As I've explained on my DIY Offshore Lures post, I try to use simple, materials that are easy to obtain, work, and/or are usually perceived as "waste".
 
After a few failures, the ones I present below are the ones I'm using now. I'm not sure if these stuff works (out of two trips using them I had sailfish strikes on one of the trips?!), but hey they swim great and spread light everywhere, rattle and wigle like crazy...
 
Both are made of common PVC piping (the one on top is 60 mm x 60 cm long; and the other is 50 mm x 58 cm long). The weight is +/- 1 kg for the smaller one and 1.5 kg for the larger one.
 
 
The front head is cut in a 45 degree angle and the opening is covered with silicone (smaller one) or a stainless steel plate (top one).
 
Around them there's all sorts of combinations of reflective tape...
 
Inside, there's a few lead sinkers on the front end and both teasers are capped at the back, with air trapped inside and a few loose marbles and small objects.
 
This means they float vertically when the boat is not moving and as soon as the motors are engaged they swim straight down, rattling and wiggling like crazy, and stay down not messing with the lures... I'm guessing 2-3 m down...
 
I tow them about 8-10 m from the boat... one on each side or just one and a surface teaser...
 
They cost almost nothing to produce and I think they add up the potential of my big game arsenal... well at least they boost up my confidence and hope for the STRIKE!!!!

Quick q, do you offset the line or just plumb in the middle of the face?

The line goes right in the middle... the front end is so heavy and there's air all along the tube... this thing wiggles like a giant rapala x-rap!

All you need is some Vmc's and you can market as a lure..... :win:

Thanks for your kind words... all I need now is to have a billie released on one of my lures after the teasers had done their magic... then I'll be happy!
