Not sure you can specifically target them? Only St Joseph's I've seen caught from the shore, were bycatch targeting Kob. Don't think they are that plentiful that you can specifically target them?
colder water.... if you want to target them in struis i'd suggest waiting for the days guys complain the water is too cold. throw prawn bloodworm and soft chokka and combinations.... worst case you get picked up by a steenie which doesnt seem like a bad idea either...If you are not in struis i'd recommend the west coast. In fact father in law got one last time we went to Melkbos.
Usually catch them in False bay after a few days of SE wind and the water has cooled considerably (upwelling). Its usually a by-catch as we target kob but at least it fights like a fish not shark. Apparently quite tasty as well but not for me.
Definately less frequent than cob but they there. Sometimes they are schooling and you can catch quite a few in a session. If you in the Cape now have a throw as you never know. The usual baits pilchard, chokka, pike, bloodworm. Personally i have caught the most on Broken Rd next to Strandfontein pavillion. Safety is never an issue if there are many anglers.
